All the innovations introduced by the Plant Passport
The legislation on labels in the horticultural sector updated in December 2019
The Mipaaf (Ministry of Agricultural, Food and Forestry Policies) has implemented the European legislation in terms of labels, collars, and tags for plants and flowers .
The European directive introduces the mandatory Plant Passport: a real identity card of the plant (which translates into an identification label of the plant) necessary for its handling and marketing.
What is the Plant Passport
The Plant Passport is an official and mandatory label issued by the producer or nurseryman which serves to certify the origin of the plants and the absence of organisms harmful. It is valid within the EU and, with some limitations, also for Switzerland.
Authorization for the issue of the Plant Passport is obtained from the competent phytosanitary service for each business center.
What information should the plant labels contain
The information that must be reported on the Plant Passport label must comply with the following rules:
- be easily identifiable and readable ;
- display the EU flag in the top left corner (in color or black and white);
- have the wording at the top right “ Plant Passport (in your language) – Plant Passport “;
- provide all the useful details to identify the species to which the plant belongs and the place of origin;
- provide other information necessary for traceability, such as the registration number to the RUOP, the initials of the province + progressive number of the company center, the company traceability code, the initials of the country of origin.
All information collected and specified in the Annex of the EU Implementing Regulation 2017/2313.
Each barcode connected to the plant must therefore contain an information summary that specifies all the information necessary for the correct identification of the plant.
